Bakom och bortom järnridån (Behind the Iron Curtain) presents the variety of ways in which those in power and the intelligentsia related to each other in the Soviet republics of Estonia, Latvia, Lithuania and Ukraine as a means of explaining differences in development in the four countries during the formative 1990s.

In the literature on authoritarian regimes, there is a growing recognition that authoritarianism is not necessarily a transitional phenomenon, but a form of government that is sustained by a multifaceted selection of instruments and therefore able to survive crises. In Belarus, populism and regular welfare deliveries contribute to the tenacity of the country's authoritarianism. The sub-state level of governance is important as Belarusians' welfare primarily is delivered at the local level. However, the local elected bodies play a minimal role, and it is in practice local departments of the central administration that make decisions locally. This manifestation of the centralism of Belarusian authoritarianism is not only challenged by the opposition in the country. Systemic publications also advocate for less central management of local politics and more power for the local, elected councils. This article presents the distinctive features of Belarusian authoritarianism and provides a detailed overview of the local level of governance in the country. The reform debate – both from the side of the regime and the opposition – is presented. The possible importance of the local level for the survival of Belarusian authoritarianism is discussed in the light of the literature on the resilience of authoritarian regimes.

Ine Eriksen Søreide var utenriksminister i fire av de sju årene som gikk mellom den russiske annekteringen av Krym i 2014 og invasjonen av Ukraina i 2022. Hun måtte utforme den norske balansegangen mellom avvisning og imøtekommenhet under nokså andre forhold enn forgjengerne. Til tross for sikkerhetspolitiske utfordringer, en fra norsk side lite ønskelig innenrikspolitisk utvikling og en del kontroversielle hendelser, ble kontaktene mellom de to landene gradvis mer likt det det hadde vært før 2014. Dette var noe Søreide selv ønsket å framheve da hun fratrådte stillingen i 2021.
Abstract in EnglishNorway's Russia Policy under SøreideIne Eriksen Søreide was Norway's Minister of Foreign Affairs during four of the seven years between the Russian annexation of Crimea in 2014 and the invasion of Ukraine in 2022. She had to develop the traditional Norwegian balancing act between rejection and accommodation under different conditions than those of her predecessors. Despite security challenges, worrying political developments internally in Russia and quite a few controversial incidents, the contact between the two countries gradually became more similar to what it had been before 2014. Søreide herself emphasised this when she resigned in 2021.
